The Council of Local Authorities for International Relations (CLAIR) has released a free iOS/Android App “Japan Life Guide” which provides information in 13 languages about daily life for foreign residents living in Japan. You can use this app. as an everyday guide as well as in times of disaster.
●App Features
Easy to understand information in 13 languages and 17 topics such as status of residence, housing, education, health and more. When an earthquake over seismic intensity 5 occurs in Japan, the app will notify users in the language of their choice.

Japanese (with Japanese syllabaries / furigana) , English, Chinese, Korean, Spanish, Portuguese, Tagalog, Vietnamese, Indonesian, Thai, German, French, Russian
